อ้าว เฮ้ย มีอย่างนี้ด้วยหรือ?
นี่คือปฏิกิริยาจริงๆ หลังจากผมได้อ่านเอกสาร "ประกาศกระทรวงดิจิทัล" ฉบับนี้ - ลองอ่านดูครับ ประหลาดมากๆ
"...จึงขอให้ประชาชนโดยทั่วไปงดการติดตาม ติดต่อเผยแพร่ หรืองดการกระทำอื่นใดที่มีลักษณะเป็นการเผยแพร่เนื้อหาข้อมูล ของบุคคลตามประกาศนี้ ...

คือลองอ่านดูนะครับ ประกาศนี้ ไม่มีลักษณะเป็นประกาศทางกฎหมายเลย แม้จะมีการอ้างว่า "ด้วยศาลอาญาได้มีคำสั่ง..." แบบกว้างๆ (ไม่มีอ้างคดีหรือคำสั่งไหนของศาล ไม่มีอ้างข้อกฎหมายไหนอย่างเฉพาะเจาะจง) แต่อ่านดีๆ มีลักษณะมั่วมากๆ ("ติดตาม" นี่จะผิดกฎหมายข้อไหน? "เนื้อหา ข้อมูล" นี่หมายถึงอันไหนที่ผิดกฎหมาย ผิดกฎหมายยังไง? ผมเขียนเรื่องแมว นี่ก็ "เผยแพร่" ต่อไม่ได้? แล้วผมกับอีกสองคนในประกาศ มีความผิดข้อไหน? มีข้อหาอะไรที่ทำให้ประกาศชนิดครอบจักรวาลแบบนี้ได้?)
ผมว่ามัน "สไตล์" ... ของ "บางคน" มากๆเลย หงุดหงิด ... อะไรขึ้นมา ก็สั่ง โดยไม่ดูว่า มันสามารถทำอะไรในทางกฎหมายได้ไหม แล้วบรรดาบริวารทั้งหลาย ไม่รู้จะทำยังไง ก็เลยต้องมั่วๆออกเอกสารอะไรมาสักอย่าง
เหลือเชื่อจริงๆ

ปล. ที่จริง "ตัวเล็ก" มันน่ารักนะ - เหมือนผมแหละ 555566 (โทษที ยังขำประกาศประหลาดนั่นไม่หาย) - หน้าตามัน "โหดสัส" ไปงั้นเองแหละ

ห้ามตามผม ห้ามกดไลค์ ห้ามแชร์ข้อมูล ก็ยิ่งเพิ่มราคาให้ผมในฐานะผู้ลี้ภัย ตายๆ จากนี้ไป ผมยิ่งได้รับเชิญให้ไปเล็คเขอร์ต่างประเทศมากขึ้น ที่ผ่านมาก็เยอะจนรับไม่ไหวแล้ว

จริงๆ ผมรู้เรื่องประกาศก่อนใครนะครับ ก่อนที่มันจะออกมาเย็นวันนี้ ช่วงเช้ามีคนส่งข่าวว่า พี่คนนั้นโกรธมาก และสั่งให้หาต้นตอเรื่องความลับส่วนตัวว่าใครเป็นคนส่งให้เราสามคน... ลงท้ายด้วยการมีประกาศจากกระทรวง อย่างที่เห็น
...วิเคราะห์ง่ายๆ ครับ พวกเค้ากลัวเรา เค้า desperate ถ้าเค้าคิดว่าเค้าสตรอวง..... เค้าก็จะไม่ออกประกาศแบบนี้ ผมจะทำหน้าที่นักวิชาการต่อไปครับและจะวิจารณ์สถาบันอย่างตรงไปตรงมาเหมือนเดิม ใครอยากจะอันเฟรน ยินดี เพราะผมมีเพื่อนใหม่ทุกวันเสมอ

IMPORTANT—The Thai junta is threatening to use the Computer Crimes law to prosecute anyone following me, Ajarn Somsak Jeamteerasakul and Ajarn Pavin Chachavalpongpun on social media.
I'd like to request everybody who may be at risk to unfollow me immediately and be extremely careful about commenting on or sharing my posts.
You can still read my Facebook page even if you don't follow me.
This is a ridiculous and oppressive order but I don't want any innocent people being targeted just because they follow my journalism.

I am much less of an expert on Thailand than Ajarn Somsak and Ajarn Pavin. I am just a farang journalist doing my best to report the truth, because I believe that Thais deserve to know what is really going on, not lies and propaganda. Thai people are smart enough to think for themselves and decide what is true and what is not. Nobody ever wins by trying to suppress the truth.

Informal translation of the extraordinary edict issued by the Thai junta today:
An order by the criminal court to suspend the sharing of inappropriate content on the internet in accordance with the Thailand Computer Crimes Act (2007)
To ensure an offence is not committed (intentionally or unintentionally) in relation to the Thailand Computer/Cyber Crimes Act (2007), Thai citizens are urged to avoid following, contacting, sharing (directly or indirectly) the content of the below mentioned people on the internet and social media. The people mentioned are as follows:
Somsak Jeamteerasakul
Pavin Chachavalpongpun
Mr Andrew MacGregor Marshall

The Thai government requests people to unfollow Pavin Chachavalpongpun, Somsak Jeamteerasakul and Andrew MacGregor Marshall, citing the Computer Crimes Act. After Pai Daodin was arrested for sharing a BBC article on Facebook, people will now be likely to get arrested for "following" the wrong persons. The ruling junta apparently understands that it is going to lose the ideological "war of position" (Gramsci) : this is a sign of weakness.

Juntaland moving closer to a state of denial after it ordered a ban on two dissidents and one foreign journalist, effectively making them online persona non grata by using Computer Crimes Act forbidding people from following, contacting, or sharing contents belonging to Somsak J, Pavin C and Andrew MM. GOVT BANS ‘ANY ONLINE COMMUNICATION’ WITH THREE MONARCHY CRITICS

BANGKOK — Three outspoken critics of the Royal Family became persona non grata on the internet Wednesday under an outright government ban on contacting or sharing content from them, either “directly or indirectly.”
In an unprecedented move, the Ministry of Digital Economy and Society said citizens are liable for prosecution if they have any online interaction with the trio, all of whom are prolific and widely followed figures social media.
The three people are historian-in-exile Somsak Jeamteerasakul, academic-in-exile Pavin Chachavalpongpun and former reporter Andrew MacGregor Marshall.
“Members of the public are asked to refrain from following, contacting, spreading or engaging in any activity that results in spreading content and information of the persons mentioned in this announcement on the internet system, social media; either directly or indirectly,” the statement read.
While it said the content written by the three violates the Computer Crime Act, and it will be be considered a violation of that law, the order did not cite any legal basis.
Somsak is a former lecturer who fled Thailand shortly after the military took power in May 2014, while Pavin teaches at a university in Japan. Marshall is a former reporter who has published a book about the Thai monarchy.
All of the three are known for frequent online commentary about the monarchy.
