Membership and governance

Trump, whose negotiation team proposed the board, is the inaugural chair. The seat is relinquished only voluntarily or by incapacitation, at which time it passes to a designated successor.

Dozens of countries have been invited to take part on the board. Among the most notable states to accept membership, apart from the United States, are Israel, Qatar, Turkey (Türkiye), and Saudi Arabia. Member states are able to renew their membership every three years, subject to approval by the chair, or buy a permanent membership by contributing $1 billion to the board’s fund within its first year.

The Executive Board includes several members close to Trump, including Secretary of State Marco Rubio, son-in-law Jared Kushner, special envoy to the Middle East Steve Witkoff, and deputy national security adviser Robert Gabriel. It also includes Tony Blair, a former prime minister of the United Kingdom who oversaw the Good Friday Agreement (1998) and later served as an international mediator in the Israeli-Palestinian conflict. Ajay Banga, the president of the World Bank, and Marc Rowan, the chief executive officer of an asset management firm, were also appointed to the Executive Board.

Nickolay Mladenov, a Bulgarian diplomat who previously worked for the United Nations as a mediator in the Israeli-Palestinian conflict, was appointed as the Executive Board’s high representative for Gaza and was tasked with overseeing a special executive board for the administration of the Gaza Strip. The members of that board included Executive Board members Kushner, Witkoff, Blair, and Rowan. They also included Sigrid Kaag, a Dutch diplomat who like Mladenov worked as a mediator for the conflict for the UN; Turkish Foreign Minister Hakan Fidan; Qatari Minister of Strategic Affairs Ali al-Thawadi; Egyptian Gen. Hassan Rashad; Emirati Minister of State for International Cooperation Reem al-Hashimy; and Cypriot-Israeli real estate mogul Yakir Gabay.
