จ.ฮอกไกโด เมืองคุจจัง พบอาคารขนาดใหญ่กำลังก่อสร้างบริเวณเชิงภูเขาโยเท (Yotei)
พบการถางป่าโดยไม่ได้รับอนุญาตตามกฎหมายป่าไม้ และก่อสร้างอาคารคอนกรีตขนาดใหญ่
ผู้ว่าจ้างเป็น ชาวจีนหรือเกี่ยวข้องกับจีน ว่าจ้างบริษัทในเมืองซัปโปโรให้ดำเนินการ
โครงการระบุว่าเป็นบ้านเดี่ยว 2 หลัง โดยเริ่มงานมาตั้งแต่ปี 2023 แล้ว
ไม่มีการยื่น ใบขออนุญาตก่อสร้างมาก่อน เริ่มงานโดยพลการ
แม้ทางการฮอกไกโดจะเคยตรวจแล้วเห็นว่าเอกสารไม่มีปัญหา
แต่ต่อมาเมื่อวันที่ 4 มิ.ย. พบว่า พื้นที่ก่อสร้างจริงต่างจากที่รายงานไว้
มีแนวโน้มว่าเป็นการพัฒนาเกิน 1 เฮกตาร์ (6.25 ไร่) ซึ่งต้องขออนุญาตล่วงหน้า จึงสั่งระงับการก่อสร้างทันที
วันที่ 5 มิ.ย. พบว่า มีการตัดไม้เกิน 1 เฮกตาร์ (6.25 ไร่) ทางจังหวัดจึงสั่งให้ผู้ประกอบการจัดทำแผนฟื้นฟูสิ่งแวดล้อม
ชาวบ้านกังวล: “ป่านี้ช่วยปกป้องภัยพิบัติ เป็นแหล่งน้ำสำคัญ ไม่อยากเห็นภูเขาโยเทซึ่งเป็นสัญลักษณ์ของเมืองถูกทำลาย”
