Bangkok Wants to Be a First-Tier City . Dr. Alphonso Pwa, a French physician who served King Chulalongkorn, once lived here. . So did Prince Baworadet, who in 1933 led the royalist rebellion against the Khana Ratsadon government, which had ended absolute monarchy a year earlier. . In 1987, the estate received an outstanding building conservation award from the Association of Siamese Architects under Royal Patronage. . For some seven decades, it was home to the Dutch Embassy. . On October 2, it was demolished. . It didn’t make national headlines. But on social media, the debate is very much alive. . Dating back to 1911, the estate was a piece of colonial Siamese architecture surrounded by a precious patch of green in the concrete jungle of Pathumwan. . Yes, Lumpini Park is just down the road. But in one of the world’s most congested and polluted cities, can we ever have too much greenery? . So what replaces it? Another mall? Hotel? Office building? Condo? We don’t know yet. But let’s entertain the argument. . Pathumwan already has plenty of them, and many existing developments are struggling with low occupancy. . Look around. One Bangkok. Central Park. Central Chidlom. Central Embassy. . Different names. Different buildings. But many of the same brands, restaurants and luxury experiences, all within a relatively small radius. . Why not a museum? A cultural space where people could experience a piece of Bangkok’s history amid the luxury malls, glass offices and swanky hotels? . But modernists see it differently. . Bangkok wants to be a first-tier Asian city. Development means investment, jobs and economic growth. . A few hundred people might visit a museum. Everybody loves a shopping mall. . Stop romanticizing the past. Stop standing in the way of progress. . But becoming a first-tier city takes more than big, shiny objects, no matter how much they sparkle. . It takes global headquarters. Major financial institutions. International investment. World-class infrastructure. And good governance. Look at Singapore. . If Bangkok wants to compete with Singapore, it needs more than malls and skyscrapers. It needs the infrastructure and governance to support a truly global city. . Look at last week’s floods. We can’t even handle the routine visit from Mother Nature. . Choked traffic. Clogged drainage. Unfriendly pavements. Those are the daily routine. . And then there is governance. . According to Transparency International’s Corruption Perceptions Index, Thailand scored 33 out of 100 and ranked 116th out of 180 countries. . Corruption and bureaucratic red tape remain major obstacles to becoming a first-tier city. . So perhaps the question isn’t whether Bangkok needs another sparkling concrete compound. Perhaps it is whether Bangkok can afford one. . If we want to build a modern, first-tier city, build good governance first. กรุงเทพฯ อยากก้าวสู่การเป็นเมืองระดับแนวหน้า

ดร. อัลฟองโซ ปวา (Dr. Alphonso Pwa) แพทย์ชาวฝรั่งเศสผู้ถวายการรักษาพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว เคยพำนักอยู่ที่นี่

รวมถึงพระวรวงศ์เธอ พระองค์เจ้าบวรเดช ผู้ทรงนำกองกำลังฝ่ายนิยมกษัตริย์ก่อกบฏต่อต้านรัฐบาลคณะราษฎรในปี พ.ศ. 2476 (หลังจากที่มีการเปลี่ยนแปลงการปกครองจากระบอบสมบูรณาญาสิทธิราชย์มาเป็นประชาธิปไตยได้เพียงหนึ่งปี) ก็เคยประทับอยู่ที่นี่เช่นกัน

ในปี พ.ศ. 2530 อาคารแห่งนี้ได้รับรางวัลอนุรักษ์สถาปัตยกรรมดีเด่นจากสมาคมสถาปนิกสยาม ในพระบรมราชูปถัมภ์

สถานที่แห่งนี้เคยเป็นที่ตั้งของสถานเอกอัครราชทูตเนเธอร์แลนด์มานานถึง 7 ทศวรรษ
.
และในวันที่ 2 ตุลาคมที่ผ่านมา อาคารนี้ก็ถูกรื้อถอนไป
.
เรื่องนี้ไม่ได้กลายเป็นข่าวใหญ่ระดับประเทศ แต่ในโลกโซเชียลมีเดียกลับมีการถกเถียงกันอย่างดุเดือด
.
อาคารแห่งนี้สร้างขึ้นตั้งแต่ปี พ.ศ. 2454 ถือเป็นสถาปัตยกรรมสยามยุคอาณานิคมที่ตั้งอยู่ท่ามกลางพื้นที่สีเขียวอันล้ำค่าในป่าคอนกรีตย่านปทุมวัน
.
จริงอยู่ที่สวนลุมพินีก็อยู่ไม่ไกล แต่ในเมืองที่ขึ้นชื่อว่ามีการจราจรติดขัดและมีมลพิษสูงที่สุดแห่งหนึ่งของโลก เราจะมีพื้นที่สีเขียวมากเกินไปได้เชียวหรือ?

แล้วอะไรจะมาแทนที่ล่ะ? ห้างสรรพสินค้าอีกแห่ง? โรงแรม? อาคารสำนักงาน? หรือคอนโดมิเนียม? เรายังไม่รู้แน่ชัด แต่ลองมาพิจารณาประเด็นนี้กันดู
.
ย่านปทุมวันมีสิ่งเหล่านี้อยู่มากมายแล้ว และโครงการพัฒนาหลายแห่งในปัจจุบันก็กำลังประสบปัญหาอัตราการเข้าใช้พื้นที่ต่ำ
.
ลองมองไปรอบๆ สิ ทั้ง One Bangkok, Central Park, Central Chidlom และ Central Embassy
.
ชื่อต่างกัน อาคารต่างกัน แต่กลับเต็มไปด้วยแบรนด์ ร้านอาหาร และประสบการณ์ความหรูหราที่ซ้ำเดิม ทั้งหมดนี้กระจุกตัวอยู่ในรัศมีที่ไม่กว้างนัก
.
ทำไมไม่ทำเป็นพิพิธภัณฑ์ล่ะ? เป็นพื้นที่ทางวัฒนธรรมที่ผู้คนจะได้สัมผัสกับประวัติศาสตร์ของกรุงเทพฯ ท่ามกลางห้างหรู อาคารสำนักงานกระจก และโรงแรมระดับไฮเอนด์
.
แต่กลุ่มคนที่นิยมความทันสมัยกลับมองต่างออกไป
.
กรุงเทพฯ ต้องการก้าวขึ้นเป็นเมืองระดับแนวหน้าของเอเชีย ซึ่งการพัฒนาหมายถึงการลงทุน การจ้างงาน และการเติบโตทางเศรษฐกิจ
.
ในขณะที่พิพิธภัณฑ์อาจมีผู้เข้าชมเพียงไม่กี่ร้อยคนเท่านั้น ใครๆ ก็ชอบห้างสรรพสินค้า
.
เลิกมองอดีตด้วยความโหยหาแบบเกินจริงเสียที และเลิกขวางทางความก้าวหน้าได้แล้ว
.
แต่การจะก้าวขึ้นเป็นเมืองระดับแนวหน้าของโลกนั้น ต้องอาศัยมากกว่าแค่สิ่งก่อสร้างขนาดใหญ่ที่ดูหรูหราสวยงาม ไม่ว่ามันจะดูโดดเด่นสะดุดตาเพียงใดก็ตาม
.
เมืองระดับโลกต้องมีทั้งสำนักงานใหญ่ของบริษัทข้ามชาติ สถาบันการเงินชั้นนำ การลงทุนจากต่างประเทศ โครงสร้างพื้นฐานระดับโลก และธรรมาภิบาลที่ดี ลองดูตัวอย่างจากสิงคโปร์สิ
.
หากกรุงเทพฯ ต้องการแข่งขันกับสิงคโปร์ เมืองนี้จำเป็นต้องมีมากกว่าแค่ห้างสรรพสินค้าและตึกระฟ้า แต่ต้องมีโครงสร้างพื้นฐานและระบบธรรมาภิบาลที่เอื้อต่อการเป็นเมืองระดับโลกอย่างแท้จริง
.
ลองดูเหตุการณ์น้ำท่วมเมื่อสัปดาห์ที่ผ่านมาสิ เรายังรับมือกับปรากฏการณ์ทางธรรมชาติที่เกิดขึ้นเป็นปกติไม่ได้เลยด้วยซ้ำ
.
สภาพการจราจรที่ติดขัด ระบบระบายน้ำที่อุดตัน และทางเท้าที่ไม่เอื้อต่อการเดินสัญจร สิ่งเหล่านี้กลายเป็นเรื่องปกติในชีวิตประจำวันไปแล้ว
.
และที่สำคัญอีกประการหนึ่งคือเรื่องธรรมาภิบาล
.
ข้อมูลจากดัชนีภาพลักษณ์คอร์รัปชัน (Corruption Perceptions Index) ขององค์กร Transparency International ระบุว่า ประเทศไทยได้คะแนน 33 จากคะแนนเต็ม 100 และอยู่ในอันดับที่ 116 จากทั้งหมด 180 ประเทศ

ปัญหาการทุจริตและขั้นตอนราชการที่ยุ่งยากซับซ้อนยังคงเป็นอุปสรรคสำคัญในการก้าวสู่การเป็นเมืองระดับแนวหน้า
.
ดังนั้น คำถามอาจไม่ใช่ว่ากรุงเทพฯ จำเป็นต้องมีอาคารคอนกรีตหรูหราแห่งใหม่เพิ่มขึ้นอีกหรือไม่ แต่อาจเป็นคำถามที่ว่า กรุงเทพฯ มีศักยภาพเพียงพอที่จะรับภาระจากสิ่งก่อสร้างเหล่านั้นหรือไม่ต่างหาก

หากเราต้องการสร้างเมืองที่ทันสมัยและก้าวขึ้นเป็นเมืองระดับแนวหน้า เราต้องสร้างธรรมาภิบาลที่ดีให้เกิดขึ้นก่อน ไม่ใช่เริ่มจากการสร้างห้างสรรพสินค้า
