นานาชาติร่อนแถลงการณ์ไม่ต้อนรับเผด็จการประยุทธ์

แถลงการณ์ประณามรัฐบาลเผด็จการทหารไทย 

พลเอกประยุทธ์ จันโอชา แกนนำก่อการรัฐประหารในวันที่ 22 พฤษภาคม พ.ศ. 2557 เมื่อครั้งที่เขาดำรงตำแหน่ง ผู้บัญชาการทหารบก (รัฐประหารครั้งที่ 12 ของประเทศไทยนับตั้งแต่ปี 2487) และปัจจุบันคือนายกรัฐมนตรีที่มาจากการแต่งตั้งตนเองในวันที่ 24 สิงหาคม พ.ศ. 2557 กำลังเดินทางมาเยือนมิลานกับคณะติดตามจำนวนมากเพื่อเข้าร่วมการประชุมเอเชีย-ยุโรปครั้งที่ 10 (อาเซมครั้งที่ 10) ในวันที่ 16-17 ตุลาคม

นอกจากจะเหยียมหยามการต่อสู้อันยาวนานเพื่อการปกครองระบอบประชาธิปไตยแบบตัวแทนของประชาชนชาวไทยแล้ว รัฐบาลอาชญากรของประยุทธ์ยังเป็นภัยต่อการพัฒนาสังคมพลเรือนทั่วภูมิภาคเอเชียตะวันออกเฉียงใต้อีกด้วย และด้วยเหตุผลนี้ พลเมืองผู้มีความกังวลใจทั้งในเอเชียและยุโรปจึงขอเรียกร้องให้สาธารณชนในอิตาลีร่วมใจกันประท้วงและแสดงความเป็นน้ำหนึ่งใจเดียวกันในวันพฤหัสบดีที่ 16 ตุลาคม เวลา 18 น.ที่ Piazza Duomo เพื่อต่อต้านการเข้าร่วมการประชุมอาเซมครั้งที่ 10 ของรัฐบาลเผด็จการทหารซึ่งนำโดยประยุทธ์

พลเอกประยุทธ์จะต้องไม่ได้รับโอกาสเข้ามาเก็บสะสมตราประทับรับรองรัฐบาลของเขาในอิตาลี หรือประเทศอื่นๆ ในสหภาพยุโรป

หลังจากการทำรัฐประหาร พลเอกประยุทธ์ได้บังคับใช้กฎอัยการศึกทั่วประเทศไทยทันที ทำให้การรวมตัวของประชาชนมากกว่า 5 คนเป็นสิ่งผิดกฎหมาย (ยกเว้นในพื้นที่ท่องเที่ยว) ผู้คนหลายร้อยคน รวมถึงนักการเมืองผู้มีชื่อเสียง นักวิชาการ นักศึกษาและผู้นำชุมนุมถูกจับกุม สอบสวน คุมขังเพื่อเอาไป “ปรับทัศนคติ” และถูกบังคับให้ลงนามยอมรับเงื่อนไขไม่ทำกิจกรรมใดๆ ที่ต่อต้านรัฐบาลเผด็จการทหาร

พลเอกประยุทธ์ได้แต่งตั้งพวกพ้องของตนเองจำนวน 200 คน รวมถึงนายทหารระดับนายพลจำนวน 97 นายให้เข้าไปนั่งในสภาฯ ที่ถูกเรียกว่า “สภานิติบัญญัติแห่งชาติ” ซึ่งได้รับการอนุมัติจากพระมหากษัตริย์ พลเอกประยุทธ์จัดตั้งสภาฯ นี้ขึ้นมาเพื่อแทนที่สภาผู้แทนราษฎรที่มาจากการเลือกตั้ง ประยุทธ์แต่งตั้งน้องชายตนเอง (หลังจากที่เลื่อนตำแหน่งในกองทัพให้) ให้เป็นผู้บัญชาการกองทัพภาคที่สามซึ่งควบคุมผู้ต่อต้านในภาคเหนือ และแต่งตั้งคนของตนเองให้ดำรงตำแหน่งรัฐมนตรี และตำแหน่งสำคัญในข้าราชการ ในขณะที่รัฐเผด็จเผด็จการของเขาได้ควบคุมปิดกั้นสื่อและอินเตอร์เน็ตอย่างรุนแรง เป้าหมายของเขาเป็นไปเพื่อรับรองว่ากองทัพและกลุ่มอำมาตย์นิยมกษัตริย์จะกลับมามีอำนาจเบ็ดเสร็จเด็ดขาดอีกครั้ง

ไม่มีสัญญาณใดๆ ที่บ่งบอกว่าประยุทธ์มีเจตนาที่จะปล่อยให้กระบวนการทางประชาธิปไตยในไทยเกิดขึ้นอีกครั้ง

ประเทศในสหภาพยุโรปซึ่งอ้างว่าเป็นตัวแทนของหลักการการปกครองแบบประชาธิปไตย และอาเซมซึ่งอ้างว่าสนใจเสริมสร้างบทบาทของสังคมพลเรือน พลเอกประยุทธ์ได้ทำทุกวิถีทางเพื่อปิดปากสังคมพลเรือนในประเทศไทยและไม่สมควรได้รับการต้อนรับจากอาเซม หรือสหภาพยุโรป

แถลงการณ์สุดท้ายของเวทีการประชุมภาคประชาสังคมเอเชีย-ยุโรป (AEPF 10) ที่จัดขึ้นในมิลานระหว่างวันที่ 10-12 ตุลาคมได้อธิบายสถานการณ์ไว้ดังนี้:

AEPF 10 (การประชุมภาคประชาสังคมเอเชีย-ยุโรป ครั้งที่ 10) ขอประณามอย่างรุนแรงต่อการทำรัฐประหาและการสถาปนารัฐบาลเผด็จการทหารในประเทศไทย พวกเราห่วงใยเป็นพิเศษต่อการละเมิดสิทธิมนุษยขน การจับกุมและการคุกคามโดยเผด็จการทหาร ซึ่งเกิดขึ้นอย่างต่อเนื่องรายวัน รวมทั้งความรุนแรงที่เพิ่มมากขึ้นของการเซ็นเซอร์ข้อมูลข่าวสาร และการข่มขู่คุกคามประชาชนที่ต่อต้านรัฐประหาร

พวกเราขอเสนอแนะถึงมาตรการแรกที่ต้องกระทำอย่างเร่งด่วน ต่อรัฐบาลประชาธิปไตยทั้งหลาย คือ การรับรองสถานภาพผู้ลี้ภัยทางการเมือง ให้แก่ประชาชนคนไทยทุกคน ที่อยู่ภายใต้การคุกคามและถูกดำเนินคดีในประเทศไทย

ASEM คือกระบวนการของรัฐบาลพลเรือน กลุ่มประเทศสหภาพยุโรป และรัฐบาลประชาธิปไตยทุกประเทศที่ร่วมในการเจรจา ASEM จำเป็นต้องยึดมั่นในการดำรงหลักการแห่งรัฐบาลพลเรือนนี้ไว้ รัฐบาลทั้งหลายจะต้องไม่ยอมให้เผด็จการทหารเข้ามามีส่วนร่วมในการประชุม ASEM10 ของพวกเขา”

ข้อมูลเกี่ยวกับประยุทธ์

จบการศึกษาจากโรงเรียนนายร้อยพระจุลจอมเกล้า และเป็นทหารกรมทหารราบที่ 21 รักษาพระองค์ ในสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ ประยุทธ์เป็นผู้ร่วมจัดเตรียมการทำรัฐประหารเพื่อล้มล้างรัฐบาลที่มาจากการเลือกตั้งในปี 2549 เขาเป็นผู้บังคับบัญชาทหาร 40,000 นาย จากทหารรักษาพระองค์ ในการปราบปรามการชุมนุมของพลเรือนอย่างรุนแรงในปี 2553 ซึ่งมีคนจำนวน 100 คนถูกกองทัพยิงสังหาร และอีก 2000 คนได้รับบาดเจ็บ การทำรัฐประหารที่เขาเป็นผู้นำในเดือนพฤษภาคมปีนี้คือการสร้างความแข็งแกร่งในการขึ้นสู่อำนาจของเขา แม้ว่านายกรัฐมนตรีที่มาจากการแต่งตั้งตนเองอย่างพลเอกประยุทธ์จะเดินทางมายุโรปภายใต้เสื้อผ้าพลเรือน แต่แท้จริงแล้ว เข้ายังคงเป็นผู้นำคณะรักษาความสงบแห่งชาติ ซึ่งเป็นองค์กรจัดตั้งโดยกองทัพและมีอำนาจควบคุมสภานิติบัญญัติแห่งชาติ

Denouncing the Thai military junta

General Prayuth Chan-ocha, the Commander-in-Chief of the Royal Thai Army who conducted a military coup on 22 May 2014 (Thailand's 12th since 1947) and appointed himself Prime Minister of Thailand on 24 August, is flying to Milan, with a large crew, to attend the 10th Asia-Europe Meeting (ASEM10), October 16 - 17.

Besides insulting the long struggle of Thai people for representative, democratic governance, Prayuth's criminal regime represents a threat to the development of civil society throughout South-East Asia. For this reason,concerned citizens in Asia and Europe call upon the public in Italy to join together in protest and solidarity on Thursday 16th at 18 in Piazza Duomo, to oppose the participation of the Prayuth Junta in ASEM10.

General Prayuth must not be allowed to collect stamps of approval for his regime in Italy or any country of the European Union.  

Immediately after his coup Prayuth imposed martial law across Thailand, making assembly of more than 5 people unlawful (except in tourist destinations).  Many hundreds of people - leading politicians, academics, students and community organisers have been and are being arrested, interrogated, detained for 'attitude adjustment' and forced to sign statements committing themselves to cease all activity opposing the Junta.

Prayuth appointed 200 cronies, including 97 generals, to his so-called 'National Legislative Assembly' which, approved by the King, he created to replace the elected Parliament. Prayuth placed his brother (after raising his military rank) in command of the Third Army Region which controls the dissident north, and filled all ministerial and all other key positions in the civil service with his own people. While his regime pursues heavy censorship of the Internet and all media, his purpose is clearly to ensure the return of absolute power to the military and royalist elite.

There is no sign that Prayuth has any intention of allowing Thailand to return to the democratic process.

The countries of the European Union claim to represent the principles of democratic governance and ASEM claims to be interested in enhancing the role of civil society. General Prayuth is doing all he can to silence civil society in Thailand and should not be welcomed by ASEM, by the ASEAN or by the European Union. 

The Final Declaration of the 10th Asia-Europe People's Forum (AEPF 10), which convened in Milan between October 10 - 12, has described the situation as follows:  

"The AEPF 10 strongly condemns the military coup d'état and the establishment of a military regime / dictatorship in Thailand. We are especially concerned about human rights violations, arrests and interrogations by the military which are happening on a daily basis, and about increased censorship and intimidation of citizens opposing the military.

As a first and urgent measure we appeal to the democratic governments to grant asylum to all citizens who have been put under pressure and have been prosecuted in Thailand.

The ASEM is a process of civilian governments. The European Union and all democratic governments of the ASEM process must cherish their commitment to be a forum of civilian governments. They must not allow a military regime / dictatorship to take part in the ASEM10, their meeting."

Note about Prayuth

From the Chulachomklao Royal Military Academy Prayuth joined the 21st Infantry Regiment of the Queen's Guard. Prayuth was an active organiser of the military coup that overthrew the elected government in 2006. He commanded the 40 000 troops of the Royal Guard that were used in the military crackdown on civilian protest in 2010 in which 100 people were shot dead by the military and some 2000 wounded. The military coup that he commanded in May this year is a consolidation of his rise to power. Arriving in Europe in civilian clothes as a self-appointed Prime Minister, Prayuth remains the Leader of the National Council for Peace and Order, the military set-up that controls the National Assembly.

In denuncia della giunta Tailandese

Il Generale Prayuth Chan-ocha, il comandande in capo delle forze armate Tailandesi che ha organizzato il colpo militare del 22 Maggio 2014 (il dodicesimo nel paese dal 1947) e occupato il posto di Primo Ministro il 24 Agosto, e’ in arrivo a Milano, con un largo contingente, per prendere parte al Asia-Europe Meeting (ASEM10), che avverra’ il 16 e 17 Ottobre.

Oltre ad essere un attacco alla lotta del popolo Tailandese per un sistema politico democratico, l’illegittimo regime di Prayuth mette a rischio lo sviluppo di una societa’ civile libera e autonoma in tutto il Sudest asiatico. Per questa ragione, ci appelliamo alla popolazione a partecipare ad una protesta contro la presenza del dittatore Prayuth all’ASEM10 Giovedi 16 Ottobre alle 18 in Piazza Duomo.

Non dobbiamo permettere ad un dittatore militare come Prayuth di ricevere uno stampo di legittimazione dall’Italia, o da qualsiasi altra nazione dell’Unione Europea.

Prayuth ha imposto la legge marziale, rendendo illegale ogni assemblea di piu’ di 5 persone (al di fuori delle destinazioni turistiche). Centinaia di persone—politici famosi, academici, student, organizzatori di comunita’—sono state arrestate, interrogate, e detenute e forzate a firmare dei documenti dichiarando che avrebbero smesso di criticare le attivita’ della giunta militare.

Prayuth ha appuntato 200 suoi simpatizzanti, incluso 97 generali, alla sua cosiddetta “Assemblea Legistativa Nazionale” che lui, con l’approvazione del Re, ha creato per sostituire il Parlamento. Prayuth ha inoltre messo suo fratello (dopo averlo promosso nei ranghi military) a capo della Terza Divisione Militare che controlla le aree resistenti del Nord del paese e riempito i ministeri e altre positizioni statali dei suoi uomini. Mentre il suo regime reprime e censura Internet e altri media, il suo obbiettivo e’ chiaramente restaurare il potere assoluto delle elite militari e regali.  

Non c’e’ alcuna indicazione che Prayuth abbia intenzione di ritornare ad un sistema democratico. I paesi dell’Unione Europea che si presentano come rappresentanti dei principi democratici e l’ASEM, che si proclama dedicata all’espansione del ruolo della societa’ civile, non dovrebbero dare il benvenuto ad un dittatore che sta facendo di tutto per mettere a tacere la societa’ civile Tailandese, e il suo processo democratico.

La dichiarazione ufficiale del 10imo Asia-Europe People's Forum (AEPF 10), che si e’ incontrato a Milano dal 10 al 12 Ottobre, recita:

"Il AEPF 10 condanna fortemente il colpo di stato e il nuovo regime/dittatura militare in Tailandia. Siamo particolarmente preoccupati delle violazioni di diritti umani che accadono quotidianamente e dell’aumento di censura e intimidazioni ai cittadini che oppongono il colpo di stato.

Come prima ed urgente misura, ci appelliamo ai governi democratici per la concessione di asilo politico a tutti i cittadini che sono perseguitati in Tailandia.

L’ASEM e’ un incontro di governi civili. L’Unione Europea e tutti i governi democratici presenti devono sostenere questi principi e insistere che questo incontro sia solo di governi civili. Non devono permettere ad un regime/dittatura militare di prendere parte all’ ASEM10.”

Brevi informazioni su Prayuth

Laureato della Academia Militare Regale Chulachomklao, Prayuth e’ stato parte del 21imo Regimento Militare della Guardia della Regina. Prayuth e’ stato un organizzatore del precedente colpo militare del 2006. Nel 2010, ha diretto 40000 truppe nel disperdere una protesta civile pacifica. L’attacco militare e’ risultato in 100 morti e circa 2000 feriti. Il colpo di stato di quest’anno e’ solo un altro passo nelle sua presa di potere. Sebbene arrivera’ in Europa con gli abiti civili di nuovo Primo Ministro Tailandese, Prayuth rimane il leader del consiglio nazionale militare che controlla l’Assemblea Nazionale e il Parlamento.
