สมาพันธ์สื่อเอเชียตะวันออกเฉียงใต้ ออกแถลงการณ์ประณามการพักใบอนุญาตสถานีโทรทัศน์วอยซ์ทีวี โดยยืนยันว่าเป็นการกระทำเกินกว่าเหตุ และถือเป็นการทำลายเสรีภาพในการแสดงความคิดเห็น

สมาพันธ์สื่อเอเชียตะวันออกเฉียงใต้ หรือ SEAPA ออกแถลงการณ์วิพากษ์วิจารณ์กรณีที่คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งประเทศไทย หรือ กสทช. ตัดสินให้พักใบอนุญาตสถานีโทรทัศน์วอยซ์ทีวี ช่อง 21 เป็นเวลา 7 วัน โดยระบุว่า กรณีถือเป็นการกระทำที่น่าตำหนิอย่างมาก โดยเฉพาะอย่างยิ่งในขณะที่ไทยอ้างว่ากำลังเดินหน้ากลับสู่สถานการณ์ปกติและการปรองดอง นอกจากนี้ SEAPA ยังมองว่า บทลงโทษดังกล่าวรุนแรงเกินกว่าเหตุ และเป็นการแทรกแซงการทำงานของสถานี เนื่องจากการระงับการออกอากาศเป็นการปิดทั้งสถานีและรายการทั้งหมดของวอยซ์ทีวี ไม่ใช่รายการใดรายการหนึ่ง

คำตัดสินนี้ยังแสดงให้เห็นว่า ตั้งแต่เดือนกรกฎาคม 2016 รัฐบาลทหารได้ให้อำนาจมหาศาลแก่กสทช. โดยมีการระงับการออกอากาศรายการและห้ามผู้ดำเนินรายการจัดรายการหลายครั้ง ซึ่งบ่งชี้ว่า กสทช.ได้กลายเป็นคณะกรรมการเซ็นเซอร์สื่อไทย

SEAPA ระบุด้วยว่าการสั่งปิดวอยซ์ทีวี 7 วัน เป็นการทำลายเสรีภาพในการแสดงความคิดเห็น ซึ่งเป็นสิทธิที่มิอาจละเมิดได้ เนื่องจากเสรีภาพสื่อเป็นครื่องการันตีว่า ข่าวและรายการที่เกี่ยวข้องกับสาธารณะจะเป็นช่องทางสำหรับการแสดงความเห็นเกี่ยวกับประเด็นสาธารณะ โดยปราศจากการครอบงำจากรัฐบาล

พักใบอนุญาต Voice

เมื่อสัปดาห์ที่แล้ว มีหนังสือเรียก Voice ไปชี้แจงรายการ "ใบตองแห้งออนแอร์" วันที่ 15 มี.ค. "จากธัมมี่ถึงทักกี้ ประเทศนี้ยังปรองดองได้อยู่หรือ"

ทั้งหมดนี้มาจากคณะทำงานของ คสช.ร้องเรียน กสท. โดยโปรดสังเกตว่า มาจากวันเดียวกันหมด

ปรากฏว่ารายการ Overview ตอน "มีอะไรไปเคลียร์ในกรม" ไม่ได้ออกอากาศ เป็น fb live กสท.จึงตัดออกไป

ส่วนที่เหลือ ย้อนดูข่าววีระ สมความคิด ก่อน เป็นข่าวปกติ เหมือนทุกสื่อทุกช่อง ไม่มี comment อะไรเลย ผิดตรงไหน???

คุณโต้กันไปโต้กันมา Voice ก็รายงานข่าวทั้ง 2 ข้าง ผิดด้วยหรือ

รายการ In Her View ลองเปิดดูนะครับ ไม่ได้ฟันธงว่าจัดฉาก แต่พูด 2 ข้างว่าบางคนว่าจัดฉาก รัฐบาลยืนยันว่าไม่ใช่ โดยคำ ผกา เอาบทวิเคราะห์ของมติชนมาใช้ ก็ถูกหาว่าทำไมเลือกมติชน ทำไมไม่เอาค่ายอื่นด้วย อ้าว

รายการ Overview ถูกหาว่าศิโรตม์แสดงความเชื่อมั่นว่า ชัยภูมิไม่ได้ค้ายาเสพติด ถ้าดูจริงๆ ศิโรตม์เพียงแต่บอกว่า ถ้าชัยภูมิมีประวัติค้ายาเสพติด ก็คงไม่มีคนมาร่วมงานศพมากมายและแสดงความเสียใจขนาดนั้น

รายการผม ภาพรวมคือวิพากษ์กระแสสังคม กระแสสื่อ ว่าปลุกความเกลียดชัง ทั้งเรื่องทักกี้ ธัมมี่ ไม่ได้ต่างกัน ถ้ายังเป็นสังคมไร้สติแบบนี้ จะปรองดองอย่างไร

แต่ถูกหาว่า ผมว่ารัฐบาลปลุกความเกลียดชัง ตลกดี ผมพูดด้วยซ้ำไปว่า คดีภาษีทักษิณไม่ได้เริ่มต้นจากรัฐบาล แต่มีกระแสบีบรัฐบาล ถ้าไม่ทำจะถูกโจมตีว่าเกี้ยเซียะกัน

ข้อหาทั้งหมดนี้ มีธงไหม แล้วแต่ใครจะคิด แต่เมื่อ 2 สัปดาห์ก่อน ก็ปรับ Wake Up 50,000 (การปรับเป็นขั้นตอนลงโทษ ตักเตือก ปรับ พักใบอนุญาต ถ้าไม่ปรับก่อนก็พักใบอนุญาตไม่ได้)

ทีแรก เรียกไปชี้แจงรายการเดียว แต่วันศุกร์ แจ้งมาอีก 4 รายการ

ประชุมอนุกรรมการให้ชี้แจงเช้าวันจันทร์ มีมติพัก 3 วัน บ่ายเข้าบอร์ด กสท. พัก 7 วัน มีผลเที่ยงคืน (จะร้องศาลปกครองทันไหม?)

SEAPA condemned an NBTC order to suspend VOICE TV's operating license for 7 days

The Southeast Asian Press Alliance (SEAPA) finds the National Broadcasting and Telecommunications Commission (NBTC) decision deplorable given Thailand's claim that it is moving toward normalcy and reconciliation.

The NBTC's seven-day suspension of VoiceTV is an extremely disproportionate response to broadcasting content that is well within the station's prerogative. The suspension is an overkill as it shuts down an entire station and all its programming.

The decision demonstrates the enormous power given to the NBTC by the military regime in July 2016. Considering all previous suspensions of programs and TV anchors, the decision is a demonstration of the NBTC's control powers. The NBTC has clearly become a censorship body for broadcast media in Thailand.

The shutdown of VoiceTV is an attack on freedom of opinion, which is the inviolable component of the right to express.

Press freedom guarantees that news and public affairs programs facilitate the formation of opinion on public interest issues free from government interference.

The broadcasting regulatory body's decision was in response to complaints filed by the Royal Thai Army's Media Monitoring Committee against three TV programs in VOICE TV station on March 15 and 20, 2017. The programs criticised military use of power in the cases of on Dhammakaya Temple, a new tax claim against former Prime Minister Thaksin Shinnawatra and arm seizure from a fugitive red shirt leader, the extrajudicial killing of a young Lahu human rights defender and the abuse of power by some military personnels in a personal feud with individuals and conflict of interest in a Cambodian-operated casino on the disputed area along Thai-Cambodian border.

In the order, NBTC found that the content of the program were imbalance and biased. Lt Gen Peerapong Manakij, a NBTC broadcasting commissioner, said that VOICE TV has repeatedly violated Article 37 of the Broadcasting and Television Business Act, National Council for Peace and Order (NCPO) order no. 97/2014 and no. 103/2014 for 10 times in 2016 and 2 times in 2017. "All the mistakes have the same pattern," said Peerapong. According to the commissioner, despite several warning to the station, there have been little but sub-standard improvement. He said the station has just moved news commentators from question programs to another programs.

The seven-day shutdown will start from midnight of March 27, 2017.

The digital news and public affairs channel is owned by political actors/Shinnawatra family of ousted Prime Minister Thaksin. Since the NCPO took power from the elected government headed by Thaksin's sister Yingluck Shinawatra in May 2014, the station constantly criticises the military role in the governance issues, the national reform process and the handling of reconciliation between pro-Thaksin Red-Shirt political movement and pro-military Yellow-Shirt movement.
